Category-specific certificate cut-off dates
- BCA / BCB / EWS certificates: Must be issued on or after 01.04.2025 and on or before 23.02.2026.
- DSC / OSC caste certificates: Must be issued after 13.11.2024 and on or before the closing date of registration for CET.

Vacancies, Groups, Eligibility & Reservation
Posts and Groups
All Group-C posts, their groups, pay scales, age limits and category-wise bifurcation are given in Appendix-A of the notification. These include posts across multiple Haryana Government Departments, Boards, Corporations and Commissions, all recruited through a common CET platform.
If a post mentions “equivalent qualification”, then such equivalence is provisional at HSSC level and is subject to verification and acceptance by the concerned department. Similarly, higher qualification “in the same line” is also treated provisionally and finally decided by the indenting department.
Reservation Policy
Reservation benefits are available only to bonafide residents of Haryana belonging to DSC, OSC, BCA, BCB, EWS, PwBD and ESM categories who apply against reserved posts. Reserved-category candidates from other States/UTs will be treated as General category candidates in this recruitment.
Key reservation points:
- Implementation of reservation roster and earmarking of category-wise vacancies is done by the concerned departments, not by HSSC.
- SCs of Haryana have been sub-categorised into Deprived Scheduled Castes (DSC) and Other Scheduled Castes (OSC); candidates must upload caste certificate clearly mentioning DSC or OSC as per instructions dated 13.11.2024.
- BCA/BCB (Non-Creamy Layer) candidates must possess fresh certificates issued on or after 01.04.2025 as per instructions dated 22.03.2022 and 16.07.2024.
- EWS candidates must possess Haryana EWS certificate valid for the year of application, issued on or after 01.04.2025 and on or before the closing date, only on prescribed state proformas (Annexure IV-A/IV-B).
- Reservation benefits for Ex-servicemen, their family members and dependants of Freedom Fighters (DFF) are as per the latest Government instructions appended in the notification.
If a reserved-category candidate is selected on open merit, they are not counted against the reserved quota and are treated as General, provided they meet General-age and other criteria.

The exact number of vacancies for 2026 will be notified later. However, the CET score is valid for three years, meaning candidates can apply for various recruitment drives against their valid CET score.
Examination Pattern and Syllabus
The HSSC CET 2026 will be an offline (OMR-based) written examination consisting of Multiple Choice Questions (MCQs).
General Exam Pattern:
- Total Questions: 100
- Total Marks: 100
- Time Duration: 1 hour 45 minutes (105 minutes)
- Marking Scheme: 1 mark for each correct answer.
- Negative Marking: No negative marking for wrong answers. However, 1 mark will be deducted for un-attempted questions if the 5th circle is not filled.
- Language: Bilingual (Hindi & English)
Minimum qualifying marks:
- General category: 50%.
- All reserved categories (vertical and horizontal): 40% (10% concession).
Marking scheme:
- Four options for each question; candidate must darken the correct circle on OMR.
- No negative marking for wrong answers.
- For every unattempted question, if the candidate does not fill the special fifth bubble, 1 mark is deducted.
- For each question not attempted, candidate must fill the fifth bubble to avoid negative marking.

Haryana GK: General awareness which includes History, Literature, Geography, Economy, Civics, Polity, Environment, Art, Culture, Customs, Norms, Society, Current Affairs, Events etc. of Haryana.
The exam level for Group C posts will be of Senior Secondary Education (10+2 level), while for Group D posts, it will be of Secondary level (Matric Level). However, Hindi and English sections will be of Matric level for both groups.
Selection Process and CET Score Usage
- HSSC publishes CET marks list as per CET policy.
- For available Group-C posts, HSSC issues separate advertisement (this Advt. No. 04/2026) and invites online applications only from CET-qualified candidates.
- Maximum number of candidates called for written/skill test is up to 10 times the total number of advertised posts.
- If multiple candidates share the same CET cut-off marks at the last rank, all of them are allowed to appear in the exam.
- For posts with similar pay scale and educational qualification but different nomenclature, HSSC can conduct a common exam and allot posts/departments based on merit and candidate preference.
- Final merit is prepared on the basis of marks obtained in the written/skill exam plus any additional scores allowed (e.g., NCC marks in Police).
- In tie of final marks, older candidate gets preference; if date of birth is also same, higher marks in CET Phase-I exam will be used as tie-breaker.
If sufficient suitable candidates of a particular reserved category are not available, the unfilled posts are re-advertised as per reservation policy.
How to Apply Online for HSSC CET Phase-II Group C 2026
Eligibility to Apply
- Candidate must be CET (Advt. No. 01/2025) qualified for Group-C.
- Candidate must fulfill the essential educational qualifications, age, experience and other conditions for the particular post by the closing date.
- All documents (degrees, diplomas, certificates, experience etc.) are considered up to the closing date only.
Step-by-step Application Instructions
- Read the complete advertisement, CET policy and instructions carefully before starting the online form.
- Visit the application link https://adv042026.hryssc.com between 09.02.2026 and 23.02.2026 up to 11:59 PM.
- Login using CET registration number and other required details, then fill all fields carefully.
- Scan and upload all required documents from original certificates; if any certificate is printed on both sides, scan and upload both sides.
- Check the preview of the application form and uploaded documents before final submission; no change, correction or modification is allowed after final submission by any mode (post, fax, email, by hand).
- Submit the form and download/save the final printout along with uploaded documents for future reference.
- Keep the hard copy and all original documents ready for scrutiny when called by HSSC.
HSSC does not accept offline forms or physical copies sent to the Commission; only online submission via portal is valid.
Mandatory Documents to Upload (Category-wise)
Some key mandatory uploads (full table is in Chapter 16 of the notification) include:
- For all candidates (General and reserved):
- Educational qualification certificates from Matriculation onwards.
- Latest coloured photograph with white background mentioning candidate name and date on the photo.
- Candidate’s signature.
- Aadhaar card.
- Undertaking as per Annexure VIII.
- Additionally for reserved categories (example):
- Haryana bonafide resident certificate (DSC/OSC, BCA, BCB, EWS, ESM, PwBD, DFF, family members of ESM etc.).
- DSC/OSC caste certificate as per instructions dated 13.11.2024.
- BCA/BCB Non-Creamy Layer certificates on prescribed format issued on or after 01.04.2025.
- EWS certificate for Haryana issued for the relevant year on state proformas, on or after 01.04.2025.
- Ex-serviceman discharge book and documents showing date of entry, date of release, clause and cause of discharge, and disability element, if any.
- Eligibility certificates for family members of ESM/Disabled ESM and DFF as per relevant annexures and date conditions.
- Proof of service on adhoc/contract/work-charged/daily wages basis in any Haryana Government department, if claiming age relaxation.
Only documents uploaded with the online form are considered for scrutiny; any later submission of missing documents is not accepted.
Post Preferences
Since a common exam is being held for multiple posts and departments, candidates must fill detailed preferences online for posts/departments under their eligible group.
- A candidate will not be considered for any post/department for which they have not given preference, even if otherwise eligible.
- Preferences once submitted are final and cannot be changed later under any circumstances; hence, candidates must choose carefully.
- If a candidate is found ineligible for a post for which they are selected as per their preference, they will not be considered for subsequent preferences because those might already be allotted to other candidates.
Facilities & Rules for PwBD, Age Relaxation & Exam Discipline
Persons with Benchmark Disabilities (PwBD)
HSSC provides specific facilities to candidates with benchmark disabilities (Divyangjan) as per RPwD Act, 2016 and Haryana instructions:
- Eligible categories include:
- Blindness and low vision – VH.
- Deaf and hard of hearing – HH.
- Locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims, muscular dystrophy – OH.
- Autism, intellectual disability, specific learning disability and mental illness – MD.
- Multiple disabilities including deaf-blindness – MD.
Scribe and extra time:
- Candidates with blindness, BA-type locomotor disability and cerebral palsy can have a scribe without the need of any certificate of physical limitation, if they opt for it.
- Other PwBD categories can avail scribe only on producing a certificate from CMO/Civil Surgeon/Medical Superintendent as per Annexure-VI.
- Scribe’s qualification should be up to Matriculation only, and scribe must not be a candidate of the same exam.
- PwBD candidates with scribe facility get 20 minutes extra per hour, i.e., 35 minutes extra for the 105-minute exam.
- Candidate has to arrange own scribe and may have to submit scribe details (qualification, ID proofs, photo, undertaking) online before the exam.
Age Relaxation
Age relaxation for various categories is provided as per Haryana Government Instructions dated 25 March 2022 (Appendix-L). Exact relaxation slabs for each category are detailed in that appendix and are applicable as on the closing date.
General Exam Discipline & Barred Items
HSSC enforces strict discipline during exams and prescribes debarment periods (2 to 5 years) for various malpractices, including:
- Taking away exam material, leaving venue without permission, misbehaving with staff, damaging infrastructure.
- Using unfair means, impersonation, forged admit cards, sharing terminals, attempting to hack systems.
- Carrying mobile phones (on or off), Bluetooth devices, cameras, any electronic gadgets inside hall.
Before entering the exam centre, candidates will be frisked with metal detectors and are not allowed to carry: books, notes, calculator, geometry box, pen drives, electronic pen, communication devices, wallets, watches, metallic ornaments, food items, water bottles or any gadget that can be used for unfair means. No arrangement is provided to keep personal belongings at the centre.
Using mobile phones or any electronic gadget in HSSC examinations is strictly prohibited and may invite action under The Haryana Public Examination (Prevention of Unfair Means) Act, 2021.
Common Reasons for Rejection & Tips to Avoid Them
HSSC has clearly listed likely causes for rejection of application/candidature, including:
- Submitting more than one application for a particular post.
- Incomplete application or not submitting the form online.
- Not possessing required Hindi/Sanskrit qualification as prescribed.
- Essential qualification not completed by the closing date.
- Underage/overage as on the cut-off date.
- Any mismatch between online data and original documents found at any later stage.
- Not uploading required category/eligibility certificates.
To avoid rejection and safely clear scrutiny:
- Fill the form yourself and verify every detail (name, date of birth, category, post preferences, educational details).
- Upload all required documents in clear, legible scans in the correct places.
- If any document has been renewed/reissued, upload both old and new versions.
- Keep copies of the advertisement, filled application, admit card, question paper, and candidate copy of OMR sheet safely for future reference.
The Commission’s decision on eligibility, acceptance or rejection of form, and action against malpractices is final and binding on candidates.
