The Institute of Chartered Accountants of India (ICAI) has announced that all the members in full time practice are advised to fill the Multipurpose Empanelment Form (MEF) for the year 2017-18. And the information filled in by the applicant in MEF can be edited/modified any number of times before final online Submission.
The Chartered Accountant Firms/LLPs can apply the MEF on website MEFICAI.ORG showing the status as on 1st day of January 2017. Note that this panel will also be available for the assignments other than the bank branch audit. MEF 2017-18 has been divided into three parts:
Part A: For Bank Branch Auditors’ panel
Part B: For Additional information for Multipurpose Empanelment
Part C: For panel of Cooperative Societies and Cooperative Banks
Update: The last date of online filing of MEF 2017-18 is hereby extended from 25th August, 2017 to 31st August, 2017 and the last date of submission of duly signed hard copy of declaration has been extended from 30th August, 2017 to 7th September, 2017.
Unique Code Number (UCN) for MEF for CA Firms or LLPs
Please fill the correct UCN in the MEF because the same will be used to compile your bank audit experience. UCN stands for Unique Code Number which will be allotted to all eligible applicants at the time of preparation of the Bank Branch Auditor’s Panel.
However, the UCN will also be allotted to the non-eligible applicants for MEF 2017-18 for Bank Branch Auditors’ Panel so that their data can be sent to the requisite authorities for other bank audits and other assignments.
But, the following applicant will not be allotted UCN:
A) Part Time COP:
If you are practicing in your individual name without holding full time Certificate of Practice (COP) and/or associated as partner/ proprietor/Chartered Accountant employee in any other firm.
B) Full Time COP:
In case of firm, if none of partner/proprietor is
– exclusively associated with the firm.
– holding fulltime Certificate of Practice (CoP).
Note that a CA member is not treated as exclusively associated with the firm if he is a partner in any other firm or is a sole proprietor of any other proprietary firm or is a paid employee elsewhere.
Therefore, you can apply for Multipurpose Empanelment Form without UCN also. One more thing you should also note that the experience in capacity as articled/audit assistant or paid employee/assistant should not be added in experience columns’ to be mentioned in questions of MEF.
Generate an Online Declaration and Acknowledgment Letter
AAfter filling the form, you are required to generate an online Declaration and Acknowledgment letter. The hard copy of generated Declaration duly signed by all (the continuing) partners/ proprietor/ member practicing in individual name shall be submitted in support of your online application along with a print out of the acknowledgment letter generated online.
Note that the application which does not have Declaration would not be entertained as a valid application.
Here is the address for sending such declaration to ICAI by courier/speed post/hand delivery in an envelope superscribed with “DECLARATION FOR MEF 2017-18” so as to reach on or before 22nd August, 2017.

How to resolve issue while filling MEF of CA Firms/LLPs
If you face any problem while submitting online empanelment form you may get help in three different ways:
a) Online Complaint:
In case, an applicant faces any problem regarding MEF, complaint may be lodged by accessing complaint-box link available on www.meficai.org or Click here for Complaint Centre.
b) Complaint through Phone Calls:
If the complaint logged in at online complaint centre is not resolved within 3 working days, you may call at any of these numbers between 3 PM to 5 PM on all working days.
c) Complaint through Email:
In case the issue is not resolved through complaint center and the telephonic call, you may send e-mail to the Secretary, PDC (firstname.lastname@example.org) or email@example.com under copy to me.
In case, the complaint is not resolved or replied within a week, members can an email to firstname.lastname@example.org or call at 011-30110444 and 30110440 (between 3.00 PM to 5.00 PM on all working days).
