Note: (a) The term “ordinarily reside(s)” used here will have the same meaning as in Section 20 of the Representation of the People Act, 1950.

Officers competent to issue Caste/Tribe certificates:

1. District Magistrate / Additional District Magistrate / Collector / Deputy Commissioner / Additional Deputy Commissioner / Deputy Collector / 1st Class Stipendiary Magistrate / City Magistrate / Sub-Divisional Magistrate / Taluka Magistrate/ Executive Magistrate / Extra Assistant Commissioner (not below the rank of First Class Stipendiary Magistrate).

2. Chief Presidency Magistrate / Additional Chief Presidency Magis trate / Pres idency Magis t rate.

3. Revenue Of f icers not below the rank of Tehsildar.

4. Sub-Divisional Officer of the area where the candidate and /or his / her family normally reside(s).

5. Certificates issued by Gazetted Officers of the Central or of a State Government Countersigned by the District Magistrate concerned.

6. Administrator /Secretary to Administrator (Lakshadweep, Andaman & Nicobar Islands).

The above Annexure provides the official format for issuing a Caste Certificate to Scheduled Caste (SC) or Scheduled Tribe (ST) candidates. You may read the following points:

  • Certificate Content: It certifies the individual’s caste/tribe, confirming it is recognized as SC/ST under relevant constitutional orders and amendments (1950–2007 and onwards).
  • Migrated Persons: For candidates who have migrated to another state or union territory, the certificate is issued based on their parent’s original certificate from their home region.
  • Residency: The individual and/or their family must ordinarily reside in the mentioned area, in accordance with the Representation of the People Act, 1950.
  • Issuing Authorities: Only specific officials can issue the certificate, including:
    • District Magistrates, Collectors, and equivalents
    • Magistrates of various classes
    • Revenue officers not below Tehsildar
    • Sub-Divisional Officers
    • Gazetted Officers (if countersigned)
    • Administrators/Secretaries for UTs like Lakshadweep and Andaman & Nicobar
  • Instructions: Optional parts should be deleted as needed (gender, parental reference, etc.), and relevant presidential orders must be quoted where applicable.
